Does Every High School In The U.S. Make You Take A Swimming Test To Pass High School?

My sister feels embarrassed that she's taking swimming lessons at age 13. She's only doing it because she needs to know to pass high school; otherwise she'd need to LEARN in high school, which is pretty embarrassing.
