Why Can't I Sign Into PSN?

I've been having similar problems. I think every since they've updated PSN has updated there security you have more trouble signing in when there is greater traffic. Usually I just keep trying and trying again and eventually I'll be able to sign in. There's not much you can do because I've got pretty much the same settings/results as you and it happens to me, rarely.
